His father, Prem Kumar Dhumal, is a former Chief Minister of Himachal Pradesh.

Born in Hamirpur, Himachal Pradesh, into a Hindu Rajput family, Thakur is the younger son of Prem Kumar Dhumal and Sheela Devi. He completed his schooling at Dayanand Model Senior Secondary School in Jalandhar and earned a Bachelor of Arts degree from Doaba College, Jalandhar, Punjab.
